Harold has been at the heart of the movement for Responsible Tourism for the last fifteen years campaigning and working with the industry and governments to develop better forms of tourism around the world. Harold is Professor of Responsible Tourism Management and a Director of the International Centre for Responsible Tourism at Leeds Metropolitan University. He works with governments and intergovernmental organisations, including UNWTO and UNEP, on governance, tourism and local economic development and poverty reduction. He talks with us about the difference between sustainable and responsbile tourism, he makes reccomandations to the EU institusions. His talk is very inspiring. Enjoy the interview, know more reading Harold’s book: Taking Responsibility for Tourism and take the opportunity to meet Harold at the European Summer School.

How would you define the concept of responsible tourism to be understood for everybody?

It still surprises me that people are confused about the difference between sustainable and Responsible Tourism, they are not the same thing and the terms are not interchangeable.

It was Krippendorf writing in his seminal work The Holidaymakers who first wrote about the sense of responsibility which consumers evidence – look how successful that has been in promoting fair trade and rejecting animal testing. Krippendorf pointed out that “every individual tourist builds up or destroys human values while travelling.’ and that “it is not a bad conscience that we need to make progress but positive experience, not the feeling of compulsion but that of responsibility.”

The fundamental point is that tourism is a social activity; it is not a natural phenomenon. Tourism is what we make it as consumers, producers, communities and their governments. The way of expressing this which makes most sense to people is that Responsible Tourism is about making better places for people to live in, and better places for people to visit; in that order.

This definition comes from the 2002 Cape Town Declaration on Responsible Tourism in Destinations which drew on experience form South Africa and the UK, form government and business. There were two main reasons for the emphasis on Responsible Tourism. First, sustainable tourism had been reduced to meaning green, sustainable tourism was supposed to be about the three pillars of sustainability – economic, social and environmental, Responsible Tourism was in part about reasserting that, based on the UNWTO Global Code of Ethics.

Second, an perhaps more important, Responsible Tourism demands that people respond to the sustainability agenda, that they take action, address the issues, do something about them. Sustainable tourism has been far too much about drawing up long lists of issues – it is easy to agree about long lists of issues, people agree if their issue is on the list. Responsible Tourism is about doing something to address the issues which arise in a particular place – it is about what individuals do in businesses, in government and as consumers. It is about taking responsibility and doing something about the issues. There has been far too little of that

Tourism is one larger and economically more important industry around the world, which is facing deep changes lately. Nowadays, there are new stakeholders and entrepreneurs who are playing an important role besides the classical tour operators, travel companies, hotel and restaurant providers etc. Who are the most innovative entrepreneurs and which are the most innovative practices to contribute to reach a responsible tourism?

Tourism is not really an industry it is a sector of consumption. Disintermediation is a powerful trend in the consumption of tourism for two reasons. First because consumers want a differentiated product, they no longer in Europe want to buy commodified tourism, some of the traditional tour operators and hotel groups have understood this, consumers are increasingly able to exercise choice and to buy direct. The second reason is to do with the technology – the rise of the budget airlines, accommodation and transport booking on line has made it much easier for people to put their own package together. Motivation and opportunity, backed by a common legal framework in Europe and peer to peer review through sites like TripAdvisor, has ensured a rapid change in the market – creating new opportunities for many.

In this global crisis, the economical model has to change. Which kind of new jobs might be created in the tourism sector? What should be new in the professional profiles of the students and young people who will manage the sector in the next decades?

There are two inter-related crises the one economic and the other to do with our sustainability – they are closely related. We have been maintaining our standard of living by borrowing from the future both economically as we have mortgaged the future of our children by accumulating public and private sector debt. And we have unsustainably consumed our natural resources, generating too much pollution and leaving our children with an increasingly serious problem.

The UK government is targetting the growth of domestic tourism, the staycation is becoming more popular. We are focusing on yield rather than international arrivals and many areas are refocusing on the broader visitor economy rather than being concerned only with tourism.

In schools, colleges and universities we need to be working with the industry to ensure that young people and those in their careers have the skills and knowledge to take responsibility and ensure that tourism is managed more sustainably – too few courses provide that foundation now.

The EU commits for a more sustainable tourism in Europe, what is your opinion about the policies of the EU regarding a more responsible tourism?

I do not think that the EU has understood the distinction between Responsible Tourism and sustainability – they appear to use the words interchangeably. I have read the “First draft text of the European Charter for Sustainable and Responsible Tourism” with dismay, it seems to be little more than some high minded rhetoric – what is needed is a set of commitments to action. I notice that it is still a draft – perhaps someone is having second thoughts. Section VI on implementation is remarkable for its brevity.

It would be useful if there was a review of what has been achieved by the programmes which the EU has implemented to date both within the Union and in the Accession States – we need to know what works and why.
RTD7 Responsible tourism in destinations: Barcelona-Catalunya 1st-4th October 2013tag:ecolnet.ning.com,2013-09-24:6620502:BlogPost:52152013-09-24T10:32:04.000ZSusana Conde- Agrotravelhttps://ecolnet.ning.com/profile/SusanaCondeAgrotravel

Have you ever visited a foreign country that immediately felt like 'home' to you? Of course, the scenery, cultural customs, accents and food are all different than what you know. But, instead you experience a strange stirring of familiarity and comfort. I felt that way when traveling through Scotland last month – with the added benefit of sensing that time had slowed down for just a few days.

I was invited by VisitScotland as part of their Year of Natural Scotland 2013 celebration, which highlights the diversity of natural wonders, green accommodations and outdoor activities that this nation offers visitors each year. In other words, there's a lot more to Scotland than touring Edinburgh and Loch Ness...and I'm not just talking about trying whiskies and haggis, which is really tasty by the way!

In addition to meeting a wide range of Green Tourism Business Scheme eco-certified accommodation managers and guiding companies (some of which will be featured in our green vacation collection in the coming months), I had the pleasure of taking a wonderful, four day tour From Glasgow to Inverness By Any Means hosted by Macs Adventure.

Our small group of six tourism professionals from all over the world (e.g. Austria, Egypt, Spain, Sweden, U.S.) plus our affable South African-born, now Scottish, lead guide, Neil, set off for four days of walking, biking, boating, sea kayaking, hiking and even flying on a hydroplane all with the aim of discovering a lovely part of the Scottish Highlands from a different vantage point.

We were busy, but not harried by the schedule. Instead, I felt as though there was time to take in the sounds and colors of Scotland (there are many more colors than the traditional green) as well as time to think and appreciate the spectacle of wildlife and the friendly nature of the Scottish people.

There were many highpoints of the trip, but I've noted below my most favorite bits for you to consider as you plan your next trip to Scotland:

Hydroplane ride from Glasgow to Loch Lomond: If the weather is on your side, this is the best way to grasp the beauty the Scottish West Coast landscape with its lochs, isles, castles, villages, and mountains. I was lucky enough to sit upfront as the "co-captain" who wasn't responsible for anything but taking in the views. A short 40 minutes later, we landed on Loch Lomond next to the historic Drovers Inn, which is a comfortable stop-off point with décor that's a taxidermist's dream including a grizzly bear, a two-headed lamb and other animals in action alongside an informal restaurant.

Hiking / Walking Trails: Whether it's the West Highland Way, which we took from the Drovers Inn to Crianlarich, or the South Loss Ness Trail, there are a number of connected, scenic, well-marked and well-maintained trails throughout Scotland – many of which you can embark on a self-guided walking or biking tour of your own (with the bonus of having your luggage transported for you each day).

Biking the Caledonian Canal (along the Great Glen Cycleway) to Loch Ness: This was a wonderful day-long ride that intermediate bikers will surely enjoy. The scenic trail, which runs 40 miles from Fort William to Fort Augustus, goes by villages with plenty of rolling hills and scenic overlooks along the way. However, if you are looking for more of a challenge, there are mountain biking trails that will get your adrenaline flowing too.

Green Accommodations: Scotland has a variety of high-quality, eco-certified accommodation options including Glenuig Inn at the Sound of Arisaig on the west coast. This Green Tourism Business Scheme Gold Certified inn (which will be featured in another blog post) offers guided sea kayaking and hiking trips as well as vegetarian / vegan / non-dairy / nut-free dining options for breakfast, lunch and dinner. However, it was the attention to energy-efficient upgrades and the use of renewable resources toward the aim of doing better for the environment as well as for the bottom line that was intriguing – even to Prince Albert of Monaco who had visited Glenuig Inn just 10 days earlier specifically to find out more about the inn's sustainable operations.

With its excellent train systems, walking and biking trails, wildlife, natural wonders, comfortable accommodations, locally-sourced dining options and of course historic sites, we are very excited at the prospect of offering new trips to Scotland. Stay tuned....and if you can't wait until then, contact us for itinerary suggestions.

I newly joined the European Ecotourism Network and to start I'd like to share my master thesis dealing with the place of biodiversity in territories' tourism development. I focused on how we can see biodiversity as an asset and not (as it's often the case) as a constraint for tourism development, thinking that if local players see biodiversity as an asset for themselves and their activity they'll try more to act in a sustainable way.

This thesis has been really welcomed by the jury with the grade of 18/20. I'm glad to share it and also to get some feedback, I'll see how I can take them into consideration. For the moment it's only in French but I plan to translate it in English in the coming weeks.

Abstract :

Tourism and biodiversity are closely linked and they have many reciprocal impacts. This interdependence is exacerbated in natural protected areas which are territories where tourism
development has to be done coherently with biodiversity protection and management goals. The question here is to understand the place and the role played by biodiversity in tourism development of territories. The problematic is to know how to enhance opportunities and reduce constraints brought by biodiversity and its protection in local players’ eyes. The hypothesis established deal with the importance of social dialogue and with the economic value and the socio-cultural value of biodiversity. They are enlightened with the study case of Fouzon Floodplain natural area. Located in Cher Valley (France), this natural area preserved by two Conservatoires d’espaces naturels is an interesting place for outdoor activities development. It fits therefore with our thinking framework.

Service design thinking brings a very interesting perspective to ecotourism services design. In August 2012 a conference was held in Innsbruck (Austria). In its website http://www.servicedesigntourism.com/conference/index.php?site=home further information about what design thinking is (a free downlable ebook is offered), as well as case studies. Presentations are at slideshare.net (search for SDT2012).
